pacman-key: allow overriding KEYRING_IMPORT_DIR with --populate-from

This adds a new --populate-from <dir> option to pacman-key, allowing for easy bootstrapping of keyrings that might not match the host distro together with --gpgdir.

RFC: Also allows pacman-key to run as non-root if --gpgdir is specified.
