`pacman` state may differ between host and container. This can be
addressed by creating the chroot first with `aur-chroot`, and passing
the relevant path to `aur-repo-filter`.

This also avoids redundant container upgrades when using
`AUR_SYNC_USE_NINJA=1` (one `aur-build` (`makechrootpkg -u`) call per
package).
