Add implementation for BuildInfoV1

Add BuildInfoV1 implementation which allows to parse and write BUILDINFO version 1 files/ strings. This also adds a man page for the BUILDINFO version 1 file specification, as well as man page and shell completions for the alpm-buildinfo CLI.
