generate qcow2 images

We want to provide qcow2 images for cloud providers like openstack or hetzner cloud. Therefore we need to have a new json specification for packer. This way we keep our vagrant build specification clean.

Things what need to be done:

• moving cloud-init back to official repositories
• write a new specification for cloud images with provision scripts
• modifying the ansible role in the infrastructure repository
