pacstrap fails when running in a (privileged) Podman (which is like Docker) container on Fedora

$ podman run --privileged -it --rm --volume "/tmp/pacstrap:/target" archlinux
# pacman -Syu arch-install-scripts
# pacstrap /target base
==> Creating install root at /target
mount: /target/dev: permission denied.
dmesg(1) may have more information after failed mount system call.
==> ERROR: failed to setup chroot /target
This isn't blocking me, as I can run pacstrap
directly on a Fedora host, but I thought it may be useful to at least record this here.
