configs/releng/: disable reflector.service

Waiting while reflector finishes rating the mirrors can take a long time. Since reflector fetches the mirror data from archlinux.org, it is also affected by archlinux.org downtime. The default mirrorlist's top mirror (i.e. Fastly CDN) is fast enough for most people. Those who want can still run reflector manually.

configs/releng/airootfs/etc/pacman.d/hooks/uncomment-mirrors.hook: uncomment only HTTPS mirrors

There is no reason to use HTTP mirrors.
