Port SCSS to native CSS code

Rafael Epplée requested to merge raffomania/archlinux-common-style:convert-to-css into master

This leaves the current SCSS code as-is.

I'd prefer to remove the SCSS code, however I'm not sure if downstream users want to mix CSS and SCSS variables. Apart from that, it should be a smooth experience to just @import the new CSS in a sass codebase.
