A Docker image with the testing repositories enabled by default may be
desirable (e.g., for signoffs). Add the relevant files so the makefile
can produce this recipe.

There has been interest in an official Arch Linux image with the default
base-devel group preinstalled. Add the relevant files to create this
image.

The Makefile script can be used to build different types of images
(e.g., in case we want to provide a testing image in the future). Move
the files relevant to the testing image to a subdirectory, and update
the makefile to use those files.
