Introduce multilib-devel

Hey everyone here's a handy series reducing the existing boilerplate and adding multilib-devel support.

In practice I've seen a handful of projects pull in multilib-devel and since it's now a meta-package that means it's a bit saner to actually have a container.

As you can see there's a bit of TODO in the last commit. Although IMHO the rest are save to land irrespectively of the multilib-devel introduction.

Edit: all the TODOs are done and the prep/dedup commits have landed in separate MR.
