LocalSettings: enable new Vector by default for new accounts

Ensure that the wiki's look for new users matches what they see before registering (i.e. the default).
I missed this setting in #45.
Due to an influx of spam, we have had to temporarily disable account registrations. Please write an email to accountsupport@archlinux.org, with your desired username, if you want to get access. Sorry for the inconvenience.
