replace reference to AUR TU Guidelines with AUR Submission Guidelines

Currently the homepage of the AUR links the AUR TU Guidelines which seem like internal TU guidance to me.

I changed this reference to the AUR Submission Guidelines which are currently not linked and seem way more important.

From a technical standpoint I was unsure whether the change required me to modify templates/home.html or web/html/home.php because only the latter produced visible change.
