fix: add recipients to BCC when email is hidden
Package requests are sent to the ML as well as users (CC).
For those who chose to hide their mail address, we should add them to the BCC list instead.
Due to an influx of spam, we have had to require each new account to be manually approved. Please register an account and then write an email to accountsupport@archlinux.org to get it approved. Sorry for the inconvenience.
