Logged-out users should be able to see when a package was flagged and the flagger's message for flagging. Flag.

I personally agree OOD messages should be publicly visible. There's no reason keeping them only viewable by logged in users when it comes to the AUR (IMO).

This exposes the link to flag them as well which is not OK.

No, it only exposes the link to the flag comment. The flagging link is nested under the {% if request.user.is_authenticated() %}, although the indentation does make that a bit confusing since GitLab interprets tab characters as 8 spaces instead of 4.
