Draft: Allow packages to opt in for issues with the 'scope::out-of-date' label

Robin Candau requested to merge antiz/bugbuddy:out_of_date_label_assignment into main

In the context of the nvchecker POC (see the third bullet point in nvchecker-poc#1), we would need to make assignments to issues with scope::out-of-date opt-in via the 📦 (package) emoji (based on the same logic used for assignment to issues with status::unconfirmed).

I'll try my best to fix it, but if someone more familiar than I am with rust and the bugbuddy code base is able to help on this, that would be lovely!
