docs: Fixup formatting issues in asciidoc man pages

Caleb Maclennan requested to merge alerque/devtools:man-pages-touchups into git-packages

This may not make a difference for converting to man pages, but the GitHub asciidoc renderer is not very fault tolerant and the pkgctl-repo-create and pgkctl-repo man page sources did not render correctly in the web browser with the overflowed header lines. The other ones technically worked because 1 character over is tolerated, but I cleaned them up anyway.
