Add pkgctl repo cat

Morgan Adamiec requested to merge morganamilo/devtools:morganamilo/cat into master

This command allows you to print the pkgbuild/srcinfo of a package. A feature I've been missing since the move from asp.

This command will optionally make use of bat for syntax highlighting when printing pkgbuilds.
