The wiki has been hammered with requests from some stupid Chinese
bots/crawlers. Adding a simple challenge (requiring a cookie to be set),
seems to be enough to throw them off.

This was initially added for all pages, but as that could affect Chinese
search engines (concern raised on the forum[1]), it was changed to only
affect "action views", which search engines are not supposed to crawl.

Version 1.41.1-2 adds support for the Timeless skin, see
archwiki!71

The 'MonoBook' skin is replaced with 'Timeless' in the configuration
file. MonoBook is quite ugly and legacy skin that should be phased out.
When it is disabled, the skin-specific CSS overrides could be cleaned up
in the archwiki repository.

Also removed outdated comment referring to "internal symbolic names"
that are in a legacy section in the MediaWiki documentation:

- The $wgShellLocale setting was removed from MediaWiki, see

- The "new" Vector skin got a name "vector-2022" and can be set simply
  by $wgDefaultSkin = 'vector-2022'; see
  https://www.mediawiki.org/wiki/Skin:Vector/2022#Note_about_1.38_release

These are used to signal the start of the document in a stream of many
documents. As Ansible only supports one YAML document per file this is
unnecessary. About a third of our YAML documents already lacked these.

Tweaking access to the abuse filter[1].

PHP7 will likely be removed from the repos soon[1]. Time to upgrade! :)

The arch wiki box previously had plenty of ram to play around with, but
the current box is significantly smaller. Memcached seems to cache ~ 600
MB on average so 1024 should suit us fine.

As mediawiki does not support PHP 8 yet in the current LTS release, we
have to stay with PHP 7.
