Add GitLab link to archweb

I think it's time to make it official. :)

How about adding a link to https://gitlab.archlinux.org/ to archweb?

Do you mean the "navbar" at the top or a smaller link in the sidebar? If the former, I think it should be done at the same time as #39 (closed).

Well, we already have some projects on GitLab so might as well add it now, even if it's read-only. Our cgit has always been read-only and that never confused anybody.

This seems to have been treated. I guess this issue can be closed?
