Migrate from kanboard tickets to Gitlab

Manually migrate tickets from kanboard to this board.

• Archweb: Create Archweb project in GitLab and move issues there. Also migrate Archweb project itself from GitHub for this. Coordinate with @jelle
• Bug todos: Don't migrate. It's empty.
• Conf: Migrate only very few remaining issues into new repo which should also host the arch conf static site. Coordinate with @jelle
• dbscripts: Make new repo for this and put dbscripts in there as well as issues. Coordinate with @eschwartz
• Docker Image: Make Arch boxes repo (move from GitHub). Coordinate with shibumi and sangy.
• General: Don't migrate, it's not being used.
• Infrastructure: Move all issues that are still relevant to this very infrastructure repo. Coordinate with @svenstaro, @jelle and @grazzolini.
• Packaging: I don't know. Talk to @dvzrv.
• Reproducible Arch Linux. I don't know. Talk to @jelle.
• Security Team: I don't know. Talk to @anthraxx.
