Create a redirect for coc.archlinux.org to our CoC

The IRC operators want to link the coc in the topic but don't want to use the full length url or an url shortener service outside of our control.

Making coc.archlinux.org redirect to the gitlab page would be a good enough solution for the irc topic.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
