Automate UEFI bootloader installation

Newer Hetzner servers like the AX52 (used for our gitlab server) are UEFI only. The UEFI bootloader installation on said server was yoloed by some cowboy, but we should create some automation for it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

I tested enabling fTPM on secure-runner1.archlinux.org (AX41-NVMe) and I have switched it to UEFI (with systemd-boot).
