Add description templates for user onboarding and offboarding

This is just a start but I think this is too complex too anticipate all possible actions from the start.

Consider this just a start of this format for #53 (closed) and then we'll just go from there and add stuff as it comes up.

AUR account type change might be missing? Change AUR account type to Trusted User / Normal User: https://aur.archlinux.org/account/<accountname>/edit

The user needs to be added to / removed from the private mailing lists staff and tu. Posting privileges to stuff like Announce needs to be removed as well.

User role on bug tracker needs to be set to Trusted User / Normal User.
