Draft: syncrepo: Support rsync over TLS

Deployed on mirror.pkgbuild.com for now and can be tested with: rsync-ssl -aP mirror.pkgbuild.com::packages packages

Edit: We should be able to use nginx for this..

Edit2: We would need to use proxy_procotol for repos.archlinux.org due to hosts allow = ...
