Start managing Hetzner DNS with Terraform

I started the effort of converting our DNS to Terraform. I already imported the zones but sadly the provider doesn't yet support importing records so we might want to wait on that or otherwise go the slightly painful route of recreating all the entries.

This fixes #87 (closed).

It shouldn't be that hard to create the hetznerdns_record with a script. Can I get a json dump of all the records? https://dns.hetzner.com/api-docs/#operation/GetRecords

• pkgbuild.archlinux.org (points to soyuz)
• bugzilla.archlinux.org (points to luna, was for testing)
• backup.archlinux.org (points to dragon, but what is it for?!!!)
• soyuz.archlinux.org (box was retired a long time ago)
• mail.pkgbuild.com (why does this exist?)

Apart from the difference of the SOA serial change of which I am not sure what the implications are. This looks fine to me.
