archwiki: show the main page's language button in the header

Enable $wgVectorLanguageInMainPageHeader, so that the main page is consistent with other pages. See https://www.mediawiki.org/wiki/Skin:Vector/2022#$wgVectorLanguageInMainPageHeader.
