Add alert for Fastly cost

If the cost exceeds $0, it indicates that we have run out of credit and/or are doing something wrong, in either case we want to be alerted.

@klausenbusk I'd like to see this finished. What needs doing/reviewing? Could you maybe put a checklist in the description so that contributors know what needs working on?

I just vetted this again and to my knowledge it is still correct.

I have deployed yet and verified that the alert rule works.
