gitlab_runner: Replace sq usage with rsop

Keeping up with the sequoia interface changes is no fun and has caused us work previously, therefore replace it with rsop which has a standardized interface.

Should this be a tree-wide s/sq/rosp/? It is also used in the bugbuddy and gluebuddy role.
