v2 update

This MR attempts to update the package to the major v2 update (which has been marked as out-of-date for several months now)

The bash completion script is still broken on v2 (so it isn't enabled yet)

Also the rqbit-* packages will likely need to use the new tag to be rebuilt without issues after this package gets updated
