Add electron flag fallback file support for code-oss

Description:

The electron* packge in the extra repo has the support of the fallback flag file: https://gitlab.archlinux.org/archlinux/packaging/packages/electron34/-/blob/main/electron-launcher.sh?ref_type=heads#L7.

However the fallback file support is missing from the code-oss launch script.

Yeah. It's unclear why code package even reads flags on its own instead of simply using the script provided by electron* packages. I guess a leftover from the time it were not the case.

I think some flags are only available to vscode, not electron. For example --enable-proposed-api is one of it.

Well, there is code-flags.conf for that.

Yes, that's exactly why. There was the possibility that the situation changed, but I guess it's still needed.
