Fix electron28 build
- Fix checksum mismatch after pacman 7.0 update
- Let Chromium set its own fortify level to avoid fortify level redefined warning. Ref https://github.com/chromium/chromium/blob/120.0.6099.291/build/config/compiler/BUILD.gn#L1976-L1992
- Pick upstream commits that fix -Wc++11-narrowing to make build pass
