filemanager-actions should not replace caja-actions (?)
Description:
I'm still a little confused as I submit this bug - the package caja-actions
is maintained upstream and published as part of MATE formal releases; the latest update to MATE 1.28.x includes an updated caja-actions 1.28.0 which was recently built and released by @arojas :

The filemanager-actions
package has not been updated in quite some time, and when it replaces the latest caja-actions
package the GUI tool (fma-config-tool) does not work "right" (it has odd GTK titlebar problems to start) most likely because it's for GNOME / GTK4 (my guess since I think they don't use titlebars now? In any case it's janky looking with double dropdown menues and other "this isn't quite right" user interface problems).
Additionally, the mate-extra meta group has not been updated, nor does caja-actions show a forward deprecation. All in all, I think we MATE users want caja-actions
and not this older, not-quite-compatible replacement (at least I do after working on this today and scratching my head in confusion).
