Draft: Disable PCRE based regex support
PCRE is pulled in as a transitive dependency of net-snmp. There is upstream support for PCRE 2 but it does not appear to be trivial to backport the v3.2.x is 10013 commits ahead of and 32830 commits behind master as of writing.
