Thanks for the report... but that's where upstream (apparently) wants to install it.. please see here and here. Therefore have you contacted upstream? There's more discussion in the original pull request. I haven't looked too deeply, but simply moving it in the PKGBUILD might break the functionality.
Also, python may be added to optdepends.
For a single gdb .py helper? Overall, both points raised seem pretty minor.. and maybe not worth the bother.
The upstream pull request mentions auto-load safe-path, but /usr/lib/ is not there by default on Arch Linux. I'll consider moving the script to /usr/share/gdb/auto-load/usr/lib/ instead.
