I'm not quite sure what you mean by that. I understand maybe one issue with a list might have been better for a heads up since mostly all the packages are maintained by the same Package Managers. However, I've never seen anyone do that before.

I suppose so since that makes it easier in general for Package Maintainers. However it was intended as more of a heads up. That way, the PM will be aware the next time they do a package update.

Yes and that has lead to trouble before, see i.e. the discussion here: archlinux/packaging&1.
Since this is specifically about a whole software ecosystem and not just a random collection of packages a single issue would have been enough. We usually handle this type of task rather via Tasklists (for example https://archlinux.org/todo/broken-package-urls/) which I could have created from your list.
