Switch upstream source URL to GitHub

Eric Long requested to merge hack3ric/hatari:change-upstream-source into main

From my own experience, *.tuxfamily.org seems to have connection issues since long ago. All of my network nodes (HKG, LAX, CTU) as well as Hetzner FSN cannot reach {hatari,git,download}.tuxfamily.org. Switch to GitHub would help reproducibility.
