(irqbalance): journal spam
Description:
As the title says, irqbalance is spamming the journal with useless lines, here's an example:

The issue was already reported to upstream and fixed, but the maintainer doesn't have any plans to make a new release soon. Would be good if the commit is cherry-picked.

- Install
irqbalance
- Enable
