java14 bundled with an app fails if openjdk 11 is installed

Description: When I try to run Eclipse with bundled jdk14 it dies with "undefined symbol". Deleting /usr/lib/libnet.so helps.
jre11-openjdk-headless should not depend on the package "netlib" because it has its own copy of libnet.so
