Upgrade to latest available release

David Runge requested to merge update into main

Updates to latest available release which at least builds. Removes all tests, because they are entirely broken and upstream is abandonware.

We likely will need to rebuild dependents against any change here, because upstream didn't look like tracking sonames at all.
