cpupower: add turbo boost support in systemd service

cpupower supports setting turbo boost state since July 2023. Let's add it in our systemd service.

Note that cpupower has a bug in that it only recognizes --turbo-boost but not -t, but I ran out of mental energy when setting up git for sending patches to kernel. 😞
