Why is magma-hip installed in /opt/rocm?

I think I made a comment about it on the previous bug tracker but since some people are complaining I'm trying to figure out what's the best practice is for packaging my opencl-amd package. Currently opencl-amd package owns a symlink for /opt/rocm (like the Ubuntu release is doing) which makes living with magma-hip difficult. My question is is there a reason that magma-hip is using /opt/rocm since it's not part of ROCm? Am I missing something? I guess I could change my package to not own /opt/rocm but I'm not sure of the consequences of that long term. Thanks
