Change the udev rules checks

Vasiliy Stelmachenok requested to merge ventureo/nvidia-utils:nvidia-uvm into main

I'm going to use the approach that Arch Wiki describes, as it's the only one that fixes previous issues. I've tested this many times and it seems to work properly.

@svenstaro @arno @drastic could you please test it?
