bcprov is required to handle AES encrypted PDF files as well, e.g. to run a
command like

pdftk example.pdf output example-encrypted.pdf encrypt_aes128

The location has been changed from /usr/share/java/bcprov.jar to
/usr/share/java/bcprov/bcprov.jar in bcprov 1.71-1.

Remove patch already included in this release.

- Move bcprov and java-commons-lang to optdepends since not all workflows
  require them
