Install bash/zsh completions & man page

Steven requested to merge stebalien/power-profiles-daemon:steb/completions-and-man into main
  1. Build & install bash/zsh completions.
  2. Build & install the manual page.

This doesn't add any runtime dependencies, but does add a few make dependencies.
