build: upgrade to v7.1.1

Upgraded to 7.1.1, but the build is still broken. There is an issue with the test_cli.py::test_import_tomli unit test failing with Python 3.11+. That was fixed in cx_Freeze#2469, but hasn't been released yet. I expect it to be released in 7.1.2.
