Update URL, Update depends

• Update URL
• Remove makedepends that are also depends.
• Drop python-pytest-runner from checkdepends.
• Depend on python-flask-babel.
  • It now has all the functionality of python-flask-babelex.
• Remove python-tox from makedepends.
• Replace python-flask-mail with python-flask-mailman in depends
