Stop using python setup.py test, Use PEP 517 workflow

  • Call nosetests directly
  • Change to a PEP 517 based workflow

Not done SPDX license change as I was undecided if https://github.com/repoze/repoze.lru/blob/0.7/LICENSE.txt could be classed as a variant of one of the BSD 3 clause or 4 clause licenses or custom and use LicenseRef-.
