Update racc to 1.7.3

Hello, I'm going through some ruby gems to hopefully, directly or indirectly help with the ruby update here: ruby!1 (closed)

In thin MR I'm updating racc from 1.6.0 to 1.7.3. Also I've added a .gitignore and README.md to make the repo look a bit nicer. Not sure if you're OK with that or not but I can clean up in case you don't want them.
