upgpkg: 4.4.0-4

Rebuild to fix the build.
Rely on prebuilt tarball for the man pages as building them is maximum pain and noone cba to do this anymore.
Consolidate dependencies.
Add python-psutil to optdepends for waiting for processes to exit.
