service starts before network is online

Details
Bug: On a fresh boot with the included service enabled, the initial startup fails. I think this is because it starts before the network is online.
Fix: Modify the included tftpd.service with the attached patch which requires the network to be online. Consistent with other services.
From journalctl -u tftp Dec 16 07:40:14 waste systemd[1]: Starting hpa's original TFTP daemon... Dec 16 07:40:14 waste systemd[1]: tftpd.service: Control process exited, code=exited, status=66/NOINPUT Dec 16 07:40:14 waste systemd[1]: tftpd.service: Failed with result 'exit-code'. Dec 16 07:40:14 waste systemd[1]: Failed to start hpa's original TFTP daemon.
And manually searching for 'in.tftpd' within journalctl: Dec 16 07:40:14 waste in.tftpd[467]: cannot resolve local IPv4 bind address: 10.1.1.104, Name or service not known
Additional info:
- pkgver is 5.2-9
- For reference, /etc/conf.d/tftpd is attached.
