Potential utmp related change for release 2.40

Description:

util-linux depends on libutempter which is used by screen. libutempter allows adding records to utmp and wtmp which are do not support dates beyond Y2038. wall before util-linux 2.40 relied solely on utmp records to check tty access. With 240 it can now query logind as well. This means screen does not have to use libutempter to allow fake wall messages.
